This commander can be obtained through special events and scrolls.
Skill
Each time The Dictators levels up, the total increment of The Dictators' attributes is increased by an additional 5 points.
If the sum of The Dictators Base Stats exceed those of the enemy commander, The Dictators will nullifies the enemy commander's abilities.
Commander's Chance to Trigger Ability
Note: This is a 100% proc rate when your total stats exceed those of the enemy commander. This works in the same way DFA enemy skill negation works but with the improved performance of a Titan.
