About Arbiter

The Arbiter is a Humaroid-Flagship which has the ability to add reflective damage to your fleets. Each increase in level increases the reflected damage by an additional 2%, starting at 2%, to 18% and then up to 30% with the Arbiter - X (as shown in the picture below). This particular flagship can only be obtained by using the random flagship blueprint generator. Therefore this blueprint is rare and even later on, you won't find a lot of players with this blueprint.

The Arbiter will reflect damage back to its attacker, that much is clear. It does NOT act like a Rays Of Destiny proccing, reflecting the entire attack back towards the attacker. It does however reflect a portion of the damage RECEIVED. Next to that, it will only reflect the damage on that 1 particular stack. Any pierce, scatter, spread, etc. will not be reflected.

So as an example, your stack gets shot at and 1 million damage gets through (after all effects, skills and so forth are applied). Of that 1 million damage, 200.000 will be reflected back towards the attacker and 800k damage will hit your stack.Now, I've done countless tests (using the same setup and only looking at damage done after shield is gone) and sometimes it's not 20%...it can be more or less...as much as 40% and as low as 10%, but I can't figure out why. About 90%-95% of the time it will be the amount it should reflect though, which is 30% at Arbiter-X.
